To reduce the impact of construction site runoff on the waters of the Commonwealth by using BMPs, both structural and non-structural, to prevent construction site pollutants from negatively impacting other MS4s and streams.
A program must be developed, implemented, and enforced that reduces pollutants in stormwater runoff from construction activities that disturb one acre or greater of land or less than one acre if they are part of a larger common plan that disturbs one acre or more.
